Roofer was supposed to remove old roof and put on new rubber roof. I have to assume that the outdated roof was removed. Why would I have a small pond on my new roof. I am concerned about ice damming and roof injury since of this.

Flat roofs are a terrible design. Simply because they are never really flat, and there is no way for the water to drain away. There will be puddles, that’s just the way they are. The whole point of a rubber roof is that it is a one piece leakpoof barrier so that even with standing water it won’t get into the house. the rubber roof is a good product used to compensate for a poor design of structure. If you have water leaking into the house, then you have something to complain about to the roofer. otherwise, he has done what you hired him to do. when he agree’d to remove the roof, no doubt what was meant is to remove the old roll roofing and tar or whatever product was on there. I’m sure unless it was specifically called out in the contract that the wood structure was not replaced. Even if it was, there is no way to ensure that a flat roof is really flat or will stay that way since lumber will bow and sag as it dries.
